So Im gonna be buying a bass boat and i was cruising through craigslist and saw this setup with twin 20hp motors on it and he said its so he can fish ponds wiht motor restrictions but yet still have power. does this setup make sense or has anyone else heard of this type of thing?

I never saw that kind of a setup. With so many different regulations on HP for varies lakes I suspect he set it up for a particular lake or two he fishes. Otherwise doesn't seem worth the extra weight, fuel, props and to maintain two engines for 40 hp total. IMHO
My friend bought a Set up just like this a year ago. If you go to a lake with a hp restriction you do have the ability to use one. This is probably more of an old school method considering the new motors can idle much Lower for longer periods of time. Considering your asking for twice maintenance and headaches I might be Leary. Jmo
