According to http://www.dem.ri.gov/programs/bnatres/fishwild/boatlnch.htm#fresh there is no public boat ramp on the R.I. side. I also spent a lot of time hunting for one.

Fishing for largemouth bass should be fair, but don't expect to find many large bass since the low productivity of the lake results in slow growth for most species. The southern or Rhode Island portion contains more shallow weedy coves, and this is probably the most promising area to fish for largemouth bass. Trout and salmon fishing is very popular from ice-out through early summer; this period receives the heaviest pressure. Ice fishing for trout and salmon is also popular. People licensed to fish in either Massachusetts or Rhode Island may fish Wallum Lake, but note that Rhode Island regulations apply throughout.
The Rhode Island - Massachusetts's boundary bisects this with the northern half in Douglas, MA and the southern half in Burrillville, RI. Transparency is high at 20 feet. Aquatic vegetation of all types is scarce.
There are two paved boat ramps, one at the north end off Wallum Lake Road, Douglas, MA the second at the southern extreme in Burrillville, RI. The western shore is undeveloped, while the eastern shore is lined with summer cottages and several year-round homes. Fishing, boating and swimming are popular at this picturesque lake.
Each spring Wallum Lake is stocked with rainbow trout and brown trout. With the presence of landlocked alewife, which serve as forage fish, the brown trout and salmon fisheries appear to be doing quite well. Rainbow trout are stocked on a put-and-take basis, and the state of Rhode Island stocks numerous landlocked salmon and occasionally broodstock salmon.
