maff said one thing mass wildlife another

So I'm looking into a pond and mass wildlife said one thing that there was no HP restrictions but maff said there is a 3 HP limit who to believe

If it's on the cape and its not Maspee Wakeby, Wequaquet, Long Pond, Peters, Johns or Ashumets, It has aHP restriction

Sounds like Upper Mill Walkers Pond in Brewster, 3 hp limit written right on the sign at the Walkers Pond Launch
