Clown color lure is red head yellow body. Do you like this color? When is the best time to use this color? Personally, I am not a fan for this color. It seems to me it is a weird unnatural color either makes zero or hero depends on season, water clarity.
Thats exactly how i feel about the color, but i have a buddy who swears by the color. I saw him throwing a clown colored jerkbait late last winter and was killing largies. His 5 to my 1. I guess it may look foolish to us even though it catches fish.

There are a lot of flies that go with outrageous colors as well. They are labelled attractor flies. They tend to less resemble actual food but instead focus on grabbing a fishes attention. Either by curiosity or by making a fish angry enough to strike at them.
I would imagine the same principal would apply to the style of lure you are talking about and using it when fish are lethargic and bites are slow could prove effective at nudging out some bites that are not "feed" related.
