So I'm thinking about getting a dedicated setup for fishing in the slop and pads. I'm pretty sure I want a 7' trigger style rod heavy/fast. But I'm less sure about the reel. Obviously a baitcaster, but what gear ratio? Also, what's the best line for this application? I want to make sure it doesn't get buried on the reel when there's a solid hookset.

i don't think you can go wrong with heavy/fast. i have a 7'5" heavy/fast. 7'6" is probably the most common. i prefer a high gear ratio - 7.1:1 with a lot of drag. i use an Abu Garcia REVO STX 7.1:1. if it's thick slop or mats, i'll use braid - anything from 40 lb to 65 lb. if it's flipping cover and not as thick, i'll use heavy fluoro like 17-20 lb.

what price range are you looking at?

On the higher end, I like the Dobyns 765FLIP

I got a 7'6" Field and stream rod at Dick's for 59.99. It's one of my favorite rods. It telescopes into the handle to fit in the car better. I have it paired with a BPS pro qualifier 7:1 with 50 # spiderwire braid.
