When would the best time to fish after this "storm?&quo

How soon after, do you think? What would you use? Where would you go and what areas would you target?

bump to the top....I have never had luck with rivers post storm, too much water, moving too fast, so I think I would try lakes/ponds, maybe someone else will chip in.

Agreed on the rivers. Rain washes food into ponds and lakes, so it's a good time to fish. As soon as things settle down, I'd go.
