I have some old spinner baits that have rust on the blades , how does one clean and make them shinny again?

try buffing it out with some aluminum foil and some elbow grease

Flitz works real good. In a pinch toothpaste also works ok (mild abrasive).

Steel wool and WD-40. Takes the rust right off.

Coca-cola will do it too.
