If your willing to fish from the rocks I'd try the Cape Cod Canal. After dark and just before sunup is when I've had the best luck. Storm swim shad are a sure bet but for the cows you need to go deep with either 3oz Bucktails in the middle or Slugo on a 3oz lead jighead.
